On Friday, May 29, 2020, President Trump issued a Presidential Proclamation entitled “Proclamation on the Suspension of Entry as Nonimmigrants of Certain Students and Researchers from the People’s Republic of China”.
The Proclamation suspends entry into the US by Chinese nationals on F-1 or J1 visas, for graduate study or for research, who are or have been “employed by, studied at, or conducted research at or on behalf of, an entity in the PRC that implements or supports the PRC’s ‘military-civil fusion strategy’”. This Proclamation does not affect undergraduate students.
Since the Proclamation suspends entry into the US, we caution affected individuals that all international travel should be avoided until such time as the Proclamation is rescinded, as it may result in an inability to return to the US.
As written, the Proclamation does not currently affect the authorization of Chinese nationals who are already in the US or otherwise revoke their visas once inside of the United States. This means that those who are already here in the US, do not have to leave or stop working or studying.
Affected students and scholars and their affiliated faculty and department leadership have been messaged individually. If you are unsure as to whether you will be affected by this proclamation, please reach out with your name and previous institutions to istudent@ucsc.edu (for students) and ischolar@ucsc.edu (for researchers).
